Bombay in 2001: Improving the Quality of Life of Our Citizens - Pragmatic Proposals from the Save Bombay Committee
The Maharashtra Region and Town Planning Act (MRTP Act) requires municipal authorities to formulate plans for the entire area under their respective jurisdiction. The Municipal Corporation of Greater Bombay (MCGB) is required under this Act to formulate plans for the entire area of Greater Bombay and to revise these plans every ten years. MCGB failed to present the Development Plan (DP) by 1977, the due date. Instead it announced the draft DP only in 1983. SBC on studying the DP proposals, found that the information required to be submitted statutorily under the MRTP Act was not made available to the general public and this resulted in the plan proposals not being properly appreciated by the citizens. Following legal action taken by SBC, the Bombay High Court directed the MCGB to republish the DP with the necessary data and information.
SBC undertook to study the DP proposals as formulated by the MCGB and to formulate a Citizens' Response to the draft DP. This Citizen's Response lays down objectives and measures for ensuring balanced development.
